- An Athletic Facilities group has been formed, and approved by the school board, with local reps from sports
organizations, school, rec. departments etc., to study the feasibility of 2 artificial turf fields (at SHHS and WI Lower),
under the Foundation's umbrella.

Minutes of AYSO Regional Board Meeting 11/16/03
Held at the home of Jordan Becker and Katharine Swibold
Attending: Jordan Becker-Regional Commissioner, Katharine Swibold-Professional Clinics Coordinator, Peter van der Heijden-Assistant RC, Webmaster and VIP Director, Paul Rode-Referee Administrator, Hossein Fassa-Fields Director, Lindon Alexander-Treasurer, Debra Horvath-Registrar, Jill Treutler-Fundraising Coordinator, Jim Leeper-Extra Program Director, Jim Huvane-CAP Coordinator and John Sampaio-Fields Volunteer.
Jordan Becker announced that approximately 700 active players were registered. He informed the Board that Bill Hummell, former RC and current AD, had been appointed as the new Section Director, subject to expected confirmation by the National Board of Directors. Jordan also requested that all Board Members who had not yet done so register with eAYSO to obtain appropriate access.
There was a brief discussion of the proposed Area Guidelines, and the effect that they would have if accepted by the Area Board. Our Region has voted in favor of the guidelines, with some reservations.
The Section Meeting, held jointly with Sections 5, 13, 14 and 99, will be on February 13-15, 2004 in Baltimore. All volunteers, and especially Board Members, are encouraged to attend to take part in the excellent training opportunities and the opportunity to learn more about how other regions operate. Due to a family commitment, Jordan Becker and Katharine Swibold will not be able to attend.
The NAGM will be held on May 28-31, 2004 in Phoenix, and the RC and Assistant RCs are encouraged to attend.
There was a discussion of the Regional Audit, and the Board's sense was that the financial controls in place were adequate. However, the Board will consider having a non-signatory reconcile the Regional bank statements, if possible.
The Board discussed the Fall Season, which had few serious problems. The Board was pleased with the continued improvement in the number and training of adult referees, as well as the continued development of the youth referee program, the coach training, both in-house and at the Area Supercamps, and the use of the Regional trainers to assist coaches. We will investigate the use of the trainers to hold training sessions for coaches during or before the Spring Season. The Board was also happy with the new field assignments and we will be looking into additional sites for future use.
The Board was not satisfied with the method of collecting Extra Program fees, and will attempt to come up with an improved system for the Spring. Also, the Board was not happy with the distribution of coach jerseys, coach shirts and Photo Day forms and will try to come up with improved systems in the future.
Off-season preparation was discussed, including the storage and securing of the Region's portable goals and nets.
Preparations for the Spring Season were discussed, and the Board agreed to further discuss specific plans for 2004-2005 Registration at the next meeting, including scheduling, AYSO's new "Mission 40/40" initiative and the ways to use eAYSO to the Region's advantage.
The Coaches' Dinner will be at Abigail Kirsch on February 28, 2004. All coaches, assistant coaches, Board Members, and adult referees and other key volunteers will be invited, along with a significant other. The Board agreed to extend invitations to the Superintendents of the Tarrytown and Pocantico Hills School Districts, the Tarrytown Athletic Director, and the Tarrytown and Sleepy Hollow Recreation Directors, along with significant others. We will attempt to have another fund raising raffle and bestow the Lindon Alexander Award at the dinner. Peter van der Heijden was authorized to have a "pizza party" for the VIP Buddies and Paul Rode was authorized to do the same for the youth referees, if he desired to do so.
The Board discussed fundraising ideas, including Jill Treutler's willingness to operate the TNT Baseball concessions on behalf of the Region. She will need more help this season. In addition, we discussed opportunities that might be available from Capri Sun and other sponsors.
There was discussion about pending RC succession, either at the end of the current term, or should there be a vacancy due to Jordan's possible election to replace Bill Hummell as AD. This will be discussed further at the next meeting.
Paul Rode suggested that the Area Extra Program Guidelines be amended to require that Extra teams provide a team referee. The Board will consider this at the next meeting.
The Board agreed that the next meeting would take place in January or February 2004, unless an emergency meeting to elect a new RC is necessary before then.

Jordan Becker advised that all members of the Board would be reappointed, if they wanted to continue. He also announced the appointment of Kathleen O'Connell as Assistant Coach Administrator and Evey Mason as Team Parent Coordinator.
All members of the Board were designated as the Nominating Committee to select nominees for Regional Commissioner for a term to commence at the end of the 2003-2004 Season.
Jordan Becker announced that Region had 635 players registered and expects more to register for the Fall season. However, we may not ultimately have as many players registered as a result of heavy recruitment from club soccer teams. Teams have been formed and uniforms ordered. Most teams have coaches, with a few gaps, and we need more assistant coaches.
The ProExcel Soccer Camp has 85 players registered, and we will be capping it at 105 this season.
Our U16 Boys and Girls, and a U19 Boys team have received invitations to the 2004 AYSO National Games in Lancaster California.
The Sections 3/5/13/14 Section Meeting will be held in Baltimore on February 13-15, 2004. Due to a family commitment, Jordan Becker and Katharine Swibold will not be able to attend. Jordan strongly requested that other Board Members try to attend to obtain training and represent the Region.
Jordan advised the Board Members to register with eAYSO, the new web-based AYSO computer system. We will soon be rolling this out to the rest of the Region.
The Board discussed the coming Fall season. The Board reconfirmed that we will try to have spectator lines at all of our fields, and the referees would attempt to keep spectators behind the lines. Board members will also take a proactive role in attempting to defuse disruptive behavior.
We will also be changing some of the field locations for certain divisions, based on field availability and attempts to best utilize the fields that we have.
The Region will also be making ProExcel trainers available to assist coaches during the season, and we will try to arrange for them to run weekly coaching clinics. Sandy Sackman will coordinate this.
Jordan informed the Board that the Area will be prohibiting cancellation of games when a team is concerned that it won't have enough players in order to give the available players (and the opposing team) the chance to play.
The Board discussed the upcoming referee, coach, instructor and management Supercamps and the great job that Sandy Sackman, Kathleen O'Connell and Paul Rode were doing to get registrants. Our Region had the most coaches signed up for the coach Supercamp. The Board also discussed in-house coach and referee training for those who could not make the Supercamps. The Board continues to encourage continuing education, both in-house and at Area and Section programs.
Paul Rode discussed the referee program. The Board agreed to extend the team referee program to the U8 Division.
The Board discussed the AYSO National Annual General Meeting, which was attended by Jordan Becker, Katharine Swibold, Lindon Alexander and Peter van der Heijden representing the Region, and Bill Hummell, as Area Director.
The Board discussed fundraising ideas, including Jill Treutler's successful operation of the TNT Baseball concessions on behalf of the Region. We discussed the possibility of having concessions at some soccer fields in the Fall.
The Board determined that it would prefer to hold Photo Day in the Fall.
The Board discussed the increasing recruiting by club soccer and possible responses to this situation.
The Board agreed to schedule a Coaches' Game in the Fall.
Jordan informed the Board that he had commissioned a new Regional logo to honor the Region's Silver Anniversary. We will be purchasing new pins and T-shirts to commemorate this exciting event.
The Board also discussed providing T-shirts to coaches, and seeking a sponsor or sponsors to defray the cost. Hossein Fassa, whose company sponsored the shirts last season agreed to sponsor them again, and would seek additional sponsors.
The Board adopted the Updated Standard Regional Guidelines as provided by AYSO National.

Jordan Becker advised that the Region had a record 718 players registered and expects more to register for the Spring season. However, we may not have room for all players who want to register for the Spring.
Jordan Becker advised the Board that Bob Balog had decided to resign as Fields Director, and that Hossein Fassa had agreed to replace him. The Board thanked Bob for his years of devoted service, and hoped that he will continue to help the Region. Jill Treutler has agreed to join the Board as Fundraising Coordinator and Anthony Scarpati has rejoined the Board as Regional Auditor.

The Board decided not to allow presentations at registration that were not directly related to soccer or our regional business.
Jordan Becker informed the board that the region had three new Basic (Grade 5) instructors and three new youth Regional Referees, who passed the relevant courses at the recent Area Super Camps. Paul Rode informed the Board that additional volunteers had passed the Area Referee course. The Board continued to recommend encouraging continuing education, both in-house and at Area and Section programs.
The Board discussed the AYSO National Annual General Meeting, which will be attended by Jordan Becker, Katharine Swibold, Lindon Alexander and Peter van der Heijden representing the Region, and Bill Hummell, as Area Director. Discussions of the various proposals will take place at future Board meetings prior to Jordan Becker having to cast votes on behalf of the Region.

The Board determined not to participate, at this time, in AYSO's "Suit Up" Program, which provides uniforms to other Regions in need, and to look at what more can be done to benefit the local community.
Peter van der Heijden informed the Board that he will be looking into bathroom and port-a-potty availability at the Region's fields.
The Board agreed to reinstitute the annual Coaches' Game, at a time and place to be announced.
The Board continued to explore the possibility of holding a "Soccerfest" in the future. Hossein Fassa agreed to head this effort.
The Board agreed that it would be a good idea to take steps to lessen tensions with the Ossining region resulting from various incidents over the years. Jordan Becker will contact the Ossining Regional Commissioner and suggest an Extra team soccerfest.
The Board discussed the coming Section Cup and 2004 National Games.
The Board discussed proposed Extra Program Guidelines. Jordan Becker agreed to modify the proposed guidelines to reflect the sense of the Board and circulate them for comments and approval.

Jordan Becker advised that the Region had a record 705 players registered and expects more to

Jordan Becker advised the Board about (1) the status of a matter that arose as a result of an incident
at an Extra program game in Ossining; (2) the status of a complaint raised by a homeowner who lives
adjacent to the Washington Irving field; and (3) certain issues that relate to interregional cooperation
and play.
The Board discussed the Section Meeting scheduled for January 17-19, 2003 in Warwick, Rhode Island.
The Board discussed finalizing the Regional Assessment Program form for submission to AYSO.
The Board discussed the Fall season including what was successful and what still needs to be improved.
The Board discussed the Spring season, including proposed registration dates, and a continued emphasis
on sportsmanship and sideline behavior. The Board agreed to attempt to add spectator lines to all regional
fields.
The Board discussed the Coaches' Dinner and agreed to invite certain community officials and other
volunteers to the dinner.
The Board discussed that it would be valuable to the region to have more AYSO Instructors certified,
and those that are certified to obtain more advanced certifications. This will permit us to do more
in-house training without placing as much pressure on the existing Instructors. In addition, the Coach
Administrator and Referee Administrator agreed to (1) identify volunteers who need to complete
certification and (2) to encourage volunteers to continue to update and upgrade their training.
Peter van der Heijden informed the Board that he will be working, possibly with other volunteers, to
improve the design of the regional website.
The Board discussed fundraising ideas, and the fundraising committee will try to set up a meeting to
begin an organized fundraising program.
The Board agreed to approach a potential Regional Auditor. Jordan Becker agreed to follow up.
The Board agreed to explore the possibility of (1) reinstituting a "Coaches Game" in the Spring, and (2)
holding a "Soccerfest" in the future.
The Board agreed to begin investigating the use of the Washington Irving School outside restrooms, and
whether it would be feasible to guarantee portable restrooms at the other fields. The Board agreed that
additional volunteers might be needed to move this issue along, in light of other pressing regional
matters.
The Board decided to make an effort to have a Cleat Exchange at the Spring registrations.
Jordan Becker informed the Board that the Tarrytown School District is considering installing
artificial turf on some of its fields, although it does not appear that this is imminent. The Board agreed
that well maintained grass fields would be preferable, but that artificial turf might be preferable to
overused and uneven fields.
